West Virginia's Child and Family Services Review (CFSR) was conducted the week of September 15, 2008.

The CFSR is the Federal Governments program for assessing the performance of State Child Welfare agencies ability to achieve positive outcomes for children and families for safety, permanency, and well-being.

It is authorized by the Social Security Amendments of 1994 requiring the US Department of Health and Human Services (DHHS) to promulgate regulations for reviews of state, child, and family service programs under Titles IV-B and IV-E of the Social Security Act.

The CFSR is implemented by the Children's Bureau of the Administration for Children and Families (ACF) within HHS.

The results of the CFSR are based on the Statewide Self Assessment and the on-site review.

All states are required to develop a two year Program Improvement Plan (PIP) 90 days following receipt of the Final Report.

Once the PIP is approved, states must monitor their progress quarterly.
