The Community Development division, of the planning & community development department, administers the U.S. Department of Housing and Urban Development (HUD) grant programs, such as the Community Development Block Grant, Emergency Shelter Grant, and the HOME Program.

The division provides community enhancements through emergency home repairs and home ownership opportunities for low income persons to the provision of social services, major infrastructure projects and economic development initiatives.

The primary mission is to address the housing, economic, and social needs of low to moderate income households, the homeless, and others with special needs.


Services:

  • The Emergency Assistance Program provides assistance to correct spontaneous and life threatening situations in the home.
  • The Low Interest Loan Program provides assistance to promote centralized neighborhood revitalization.
  • Federal Funds Administration administers and regulates compliance of Community Development Block Grant funds.
  • St. Joseph Continuum of Care provides resources for homelessness programs and housing serving St. Joseph, Buchanan, Andrew and DeKalb counties.

    I was wanting to see if you help with water bills me and my daughter are homeless but I just received housing but I have to have utilities put in my name so I can move in but I have apast due water and gas , light bill someone used my name and now I have to pay so I can have service
