City of Amarillo Community Development Department has Emergency Rental and Utility Assistance programs that provide financial assistance payments on behalf of eligible households who are homeless or at risk of becoming homeless.


Rental Assistance

  • The Homeless Prevention and Rapid Re-housing Program (HPRP) provides case management, referrals to mainstream resources (e.g. SNAP, TANF), and financial assistance for rental arrearages and utilities for households at imminent risk of homelessness.
  • Individuals and families currently homeless may be eligible for first month's rent and security deposit.

Utility Assistance

  • The Community Emergency Assistance Program (CEAP) may pay up to six months of an applicant's gas or electric utility.
